On October 6, 2015, during his brief stopover in Haiti, the U.S. Secretary of State John Kerry has said, he has held a positive and productive discussion with the outgoing Haitian President Michel Martelly on the preparations for the country's upcoming presidential and parliamentary elections on October 25th. Kerry has stressed that the legitimate transfer of power can only be achieved through a free and fair election process. The U.S has provided more than $30 million aid to Haiti for the current three phase election. Kerry has urged Haitians to take every advantage of the upcoming election. It is the responsibility of all Haitians to ensure that the election is held without incident, without violence, without intimidation. However, some observers consider it as highly unusual for a high ranking U.S. official, like the top diplomat Kerry, to be so engaged in the elections of a foreign country.
