Senator Steven Benoit did not read the accord he signed, is this a lie?

The first secretary of the Haitian Senate, Steven Benoit is currently feeling some heat for his recent signature of the agreement El Rancho.

He came out and stated that he made a mistake by signing because he did not read it before signing.

The main problem about the Accord is related to Article 12 of the document. Many people said that it encroaches on the prerogatives of parliament.
