One should look at 4 points to understand:
1- the government should go after a non objection of the governing body of the el Rancho Accord for each decision related to this agreement.

2- Some Senators are in campaign and against the actual executive, they need exposure.

the government should take that in account in taking decisions.

3- development activities are a government business not a parliament one. all international sanctions fall on government.

4- politic is a rapport of force.

politicians should always have that in mind when taking decisions.
