A Haitian in France - speaking French in a restaurant

This is the case of a Haitian taking a message over the telephone. This actually took place in France. Apparently this person is working in a restaurant and while the manager is absent, he had the opportunity to answer the phone.
The client who called wanted to speak to a specific person. I think the name is Verge. The address of the restaurant is Number 19, Rue Rogereau. Is it Oauogero. The rest is for you to judge.
Is is a problem of translation or understanding?
